Measurement of the impact of smoking would also be done by evaluation of ill health cases and the funds that the government spends on healthcare related with smoking problems. As would be expected, when taxes are high, many short-term and long-term smokers would be ready and willing to quit smoking. The impact would be realized by having the people spend more on other commodities and less on tobacco. The smoking impact would also be measured by comparison of the spending habits of the smokers and those of non-smokers in the same economy.
The government can best know the impact of smoking on health by liaising with healthcare providers throughout the country. the government needs to collect health statistics of smokers and non-smokers, as well as those exposed to secondhand smoke. An assessment can then be done to determine the impact that smoking has on human health. The impact on healthcare can also be measured by comparison of healthcare spending among the smoking population and non-smokers.
