Question #1: Compare/contrast the roles and responsibilities of the former position of DCI (prior to post 9/11 changes) and the current position of the DNI. Be sure to be specific on such items as tasking, funding, and DCI/DNI relationships with other members of the IC, the Administration and Congress.
Question #2: Provide your own assessment (properly supported with appropriate non-Wiki sources) as to whether you believe the DNI is fulfilling the intent of the 911 Commission that established the position, what issues still exist in this position’s acceptance, and whether the Commission's directives made a difference or not.

There is supporting evidence that strategic events can cause a country to re-evaluate its national policies. Such a consequence is the events of the Pearl Harbor war with Japanese (1941) and Spunit launch by the Russians that gave impetus to the alteration of US policies with regards to their national security. Following the 9/11 attack; there was a spate to see a rigorous change in the institutions involved in intelligence information gathering and the effectiveness in which it was done.
In the outcome of the 9/11 act of terror, a commission of inquiry was set up to investigate the failures and shortcomings of information gathering and decipherment in the institutions assigned this role. The greatest fizzle uncovered was the perpetual friction between the CIA and the FBI, who demonstrated unwillingness to share intelligence information or data with the either counterpart. To solve this feud, the 9/11 commission recommended instituting the DNI as part of the reforms and re-structuring of intelligence.
