The Federal Acquisition Regulation (FAR) refers to guidelines that govern the acquisition or procurement of goods and services for the government. These are regulations are in line with the standards of the Office of Federal Procurement Policy Act of 1974 (CDC, 2010). The FAR issuance and maintenance is the mandate of the National Aeronautics and Space Administration (NASA), Secretary of Defence, the Administrator, as well as the general service Administrator. However, the officials in the executive branch are the designers and applicants of the regulations, and so there have been instances of state impropriety. FAR is ineffective in the governmental procurement process as well as inappropriate in allowing the executives to make the procurement decisions with taxpayer’s money.
